Hi there, quick disclaimer, I am not exactly new to Ebay, but I was never a big user then stepped away from reselling for about 6 years and it's different.
So my question is, what I am selling has been given to me for the purpose of resale to support my daughter and I. Everything I cannot sell I am still free to do with what I choose. Most of the items are still usable but not worth listing due to all the fees etc etc. I hate just dumping them. I had thought about free if they paid shipping. But I can't find a way to do this. I just know I am not the only person struggling right now and since I have something to give I would love to do do. Anyone else done this? Or even a free item with purchase, just pay shipping?

You can not list "free", but what you could do is to, if your desire is just to cover expenses, is to list at an amount that would cover your "fees".
If you list at "buy it now" for 99 cents plus the cost of calculated shipping you would be charge the "fees" on the total the buyer paid. Also remember that those $$ will be reported as "income" that may be subject to taxes.
Are they even worth the "cost of shipping"? When I have things to "give away"(I also hate to toss usable things) they go at a roadside table with a "free" sign.
Donate to "goodwill", and take a tax write off? Will go further to support you and your daughter than a "loss" on eBay selling.

"Most of the items are still usable but not worth listing due to all the fees etc etc."
You sound like a very generous and thoughtful person.
Whatever you sell on eBay is subject to final value fees. There is no way around that.
Even with very low prices and reasonable shipping prices that the buyer pays, you could get payouts as low as five or six cents per sale. To me, that's virtually "giving things away."
You still could, of course, donate good products to Goodwill, Salvation Army, or a thrift store of your choice. Depending on your tax situation you may or may not be able to deduct charitable contributions on your tax return, but that would probably not be your main reason to make such donations.

Hay!!!
Would it be possible to bundle some of it, and list it as Junk Drawer stuff? You can do it as an auction.

I may just find a free group locally. Donating it kinda defeats my desire to pass along the kindness.

Most thrift and charity stores sell their goods, true.
But the profit from selling goes to support their missions.
For example , one charity shop here is called Women In Need and helps women re-enter the work force, as well as abused women.
Another supports juvenile diabetes (Type II Diabetes) research.
Another supports the local hospital.
St Vincent de Paul and Salvation Army have outreach programs including soup kitchens for the homeless in our community.
If you need help, as my girlfriend did when her husband got out of jail and she had to abandon her home and flee with her children, some will give you new and donated goods to set up a new home.
