For starters you need to have a Sri Lanka business license. It's a requirement from your government if you are selling online. 

Then you will need to link a Payoneer account to eBay for payouts. 

Payoneer lets you know right away when you're successfully linked to eBay.

Then after linking it takes eBay 2-4 weeks to activate your account. You'll get an email when you're all set.

While you wait go to eBay Academy.

You can sell on a personal or a business eBay account.

When you're  linking an account make sure you link the right type of Payoneer account to eBay. If you have a personal eBay account link an Individual Payoneer account. If your eBay account is a business account link a Company Payoneer account.  Your name and address in all your accounts have ro exactly match your National ID or driver's license.
