I changed my mind about selling my car so tried cancelling the order, but can't because "Payment is still processing" which it has been doing since Aug 19. The buyer refuses to cancel and tells me only I can cancel and that he can't, so we are getting nowhere. What are our options?

You need to read further about motor vehicle sales on eBay.
Unlike sales of most other goods, sales of motor vehicles on eBay are nonbinding.
If the buyer has made a payment of any kind, you need to refund it.

What do you mean "non-binding"? Does that mean either party can back out? If the seller backs out and the other does not cancel the order, the seller is stuck because his car will be in "payment processing" mode and he can't even remove his listing, or anything else either. I have tried to cancel but eBay says I can't cancel while the payment is "processing", which it has been doing since the 19th of Aug when I backed out. 😯

Why are you cancelling and wasting the Buyers time. Did you not know what you were ordering before going thru the process with check out?

I heard somewhere that if you fly a plane overhead and have the word "cancel" spelled out that it will suffice. I cannot attest to the accuracy, but that is what I heard.

If you sold this with Caramel Dealer Services, a new eBay program, you might want look up the program and see what is required to cancel.

Your listing says that payment is to be either by money order (which is normally exchanged for the vehicle at pickup), or by Secure Purchase.
Which did your buyer choose? I'm guessing it must have been Secure Purchase, yes?
What is the status of the payment? It was supposed to have been completed within 9 days, which would have been by Aug 28 or 29.

Have you completed all your sign in stuff with Secure Purchase? Uploaded the title and documents, linked your bank account to receive payment, etc.? You need to make sure that you are not the cause of the delay.
You have to cancel the transaction on Secure Purchase website, not on eBay.

For transactions facilitated by Caramel Dealer Services where document signing has occurred, late-sale cancellations are strongly discouraged. If a seller cancels the sale after the buyer has signed documents, a $250 cancellation fee will apply. At that point, the buyer may have already completed a hard credit inquiry and paid for insurance.

If you are going to "back out" of the deal, make sure that your reverse lights are working and that you can see where you are going.
