Generally speaking, hover over your name, click account settings, next screen under selling, the last item shows shipping preferences. Next screen will give you a list of options to edit if you choose.
If you are looking to select a specific carrier, package dimensions, weights, which shipping method (First Class, Priority, etc) , you can do that when you create a listing, or edit a listing or multiple listings after it has been posted.
