Please use the diagnostics tool in the app to troubleshoot your notifications.
Settings > Notifications > Scroll down to ‘Notification diagnostics’ > Tap ‘Begin test’.

From the eBay app, use the three bar menu (AKA the "hamburger menu") in the upper left corner of the screen; scroll all the way to the bottom. Settings should be just above the "Help" option.
