I have been an eBay user, both buying and selling, for many years but have not been able to download the updated eBay app, says update and when I do it says it cannot be downloaded I need 17.0 or later! EBay I am not going to get a new phone just to get your app so if you don’t want to lose many customers do something about it. I have items for sale and cannot access my payments because I am not on app - ridiculous

What operating system and app version? eBay recently changed the minimum requirements to be able to use the latest version of the app (iOS 17 and Android 10), and many older app versions may not work any more.
According to a post on the UK community boards, the latest version of the eBay app requires Android 10 or later, or iOS 17 or later.
There is another version of the app available for iOS 16 users; see here:

A possible workaround for iOS 15 users is suggested here:

If you cannot upgrade your operating system or find an older version of the app that works with your current operating system, you should still be able to use a browser to go to ebay.co.uk instead.
If eBay browser links are opening in the Android version of the app automatically, you can disable that by going to your device Settings: Apps: eBay: Open by default: Opens supported links and choosing "Don't open in the app". iOS users can tap and hold an eBay browser link and choose "Don't open in the app". Or just delete the eBay app entirely.

Whether you decide to continue dealing with Ebay or not, plan ahead for replacing your phone.
More and more apps will become unable to be updated, and the old apps will eventually be unable to perform necessary functions. You may not even be able to use a browser to access some sites because the later versions of some browsers will not update either, and may include essential functions.
There is lots of history of computers which become useless because they cannot be updated to meet changing requirements of the internet or applications.
If Ebay is not that important to you, you may have time before you must act but something more important to you might be affected tomorrow or next week.
Many smartphone owners update their phones when they are paid off. Others buy an older phone to save money and intend to run them until they break. Some of them are surprised that it was no savings for reasons like this.
