Update required app not working

Tried to re install ebay app it's not working. Uninstall app re install app. Still won't allow me to sign in. In tha play store ebay app says beta version is full.

The Beta program is indeed full, but you want the latest regular version of the eBay app (5.33.1.2).

Try going to your Settings: Apps: eBay to check the version number, then go to Storage and try clearing Data and Cache.

If you are having trouble getting the latest version of the app, you may need to update your Google Play Services (18.3.81) and Google Play Store (15.4.34).

After trying that, try uninstalling the eBay app, restarting your phone, and then installing the eBay app again.
