I have not been able to accept or counter offers on the mobile seller page this week. I have to do a work around and go to email to respond. I have the most recent Chrome addition and have reinstalled my Ebay app with no change. Is this a technical problem that Ebay is working on or an individual proble. that I need to place a ticket. Thanks for everyone's input.

I've seen only a few reports - nothing wide spread.
My suggestion is to shake your phone while the app is open to file a tech report. If you're on the website you can click the ? icon on the lower right of page to file the report.
