You must have reasons why you "cannot comply", but eBay will require that you do before you receive Payouts.

Looks like you have not sold in over a year.

You need to sign up for MP to get paid for anything you sell.

You will need to "comply" or you can not get paid.

You will also be treated as a new seller and have holds on funds for up to 30 days.

It might be a good idea to get approved for MP before selling anything.
