Did you contact the seller? If the seller don't want to fix this issue, you can try to contact to Ebay by sending them email or live chat.

Does tracking indicate delivery? If so, you need to contact the carrier who marked it as delivered to find out where it went.
If there is no tracking, then you need to open an item not received case.
