Who can I contact to get a refund for an item I didn’t even choose?

If you received an item: You by ebays rules have received the item:

So go to the bottom of the page Resolution center and file an item not as described case for the item you were  to receive.

DO NOT FILE ITEM NOT RECEIVED.

It doesn’t show any item purchased. eBay charged me 81.23 for something else that I have no idea what it is
