Refund issue

I am trying to refund money to a buyer. and every time I try to process the refund it keeps on showing an error saying ,I can’t process the refund back to the buyer .

Do you have enough of an actual balance in your PayPal account to cover the total cost including any taxes or fees that may have been taken out?

Refunds must be funded by a balance rather than from another payment source now, I believe.
