Notifications from sellers not updating watched item

I have been having issues with notifications from sellers regarding items I'm watching. When I try to review their offer (whether in ebay app or from the email) the offer is not reflected and the price is not updating.  I don't have any updates for the app to install.  Any suggestions on how to fix this?
