Hello- How can I get notified on my Android phone when I have an offer to purchase an item? Thanks.

On the app go to My eBay > Settings > Notifications

Thank you. Everything is turned on, but I didn't get a text to alert me to the offer.

Go back to the app notification settings page and scroll down to the bottom. You should see an option to run notification diagnostics @kcbrian1960 .
Also make sure your eBay app is up to date and your Android OS is up to date. Reboot your phone as that will sometimes clear out issues.
