I noticed this yesterday when I was checking my messages and saw that I had an invoice request from a buyer...sent the previous day. I never got the push notification that the items had sold, and I never got the push notification that the buyer had requested the invoice. Apparently he paid for the items shortly after receiving the invoice, but I never received a push notification that he had paid.
I've checked my settings, and the push notifications ARE enabled.

Sometimes rebooting your phone or deleting/reinstalling the app can clear up stuff like that. Also making sure you're using the latest version of the app and the latest OS update for your phone.

I just un/re-installed the app. I've got an auction with a bid ending tonight, so we'll see if I get a notification for that. When I opened the app and signed in, I DID get an on-screen notification to allow notifications (even though the WERE allowed before), so maybe it's fixed?
