The mobile ap on an iPhone does not follow through when placing an offer on a “Make an offer” auction. This is on the most current version 1/31/2020.

Just tried to place an offer and it seems to work.
however eBay website now the delete button next to watched items does not work. You now have to put a check Mark next to the item and press the delete button at the bottom of watched listings.
