Messages not coming through on app - severely delayed

I’m getting ebay messages ok on my phone and on the www site but not on my ipad

its 13.41 now and I had a message in at 12.15 , still waiting for it to appear in my messages

my app and iOS are all updated 

To make things worse, I’ve been getting newer messages followed by ones that were a day old from the same person. This made the conversation very weird and I was told not to contact them again because they didn’t know what I was talking about!!!
