Is there an issue with taking funds for shipping labels from pending payouts in the eBay app?

I’m on eBay managed payments and I’ve stopped using the eBay app to purchase shipping labels from eBay because even though I select “Pending payouts” instead of “PayPal” it still uses PayPal to take the money from my checking account. The website works fine though when I purchase labels that way and takes the funds from “Pending payouts”.

I’m am completely unable to purchase shipping labels.  Called but the rep could not get through to managed payments dept. ☹️
