Your best course of action would be to always check the sellers' feedback for any negative feedback, and if there is any, then definitely give them a look. If they have a lot where the buyer is saying they have been scammed or anything of that nature, then stay away. But if it seems to just be things out of the sellers' control, like the shipping company losing their package, then it’s fine.
If you do get scammed, however, you are very much protected by the eBay buyer protection programmed. Even if the item says it was delivered and you don’t have the item, then you can still get your money back. All you need to do is contact them and tell them your situation. eBay pays for the refund and both you and the seller keep the money. It’s unfair to eBay as a company, but the program is in place to give buyers confidence when buying on eBay.
