Hi,
eBay does not pay for shipping.
When you create a listing, you can choose to offer "free shipping"—meaning you as the seller pay for it—or you have the buyer pay for shipping.
There are several options to choose from when setting the shipping pricing.
You can set a flat shipping fee regardless of the buyer's location. This is especially useful if you plan to use one of the several Priority Mail Flat Rate boxes.
You can also input the package's weight and dimensions in order for the shipping to be calculated depending on each individual buyer's location.

I'm not sure what your context is in asking this question.
Are you talking about free shipping? There is no such thing as free shipping. Either the buyer pays it or the seller pays it (by adding it to the cost of the item, so the buyer actually pays it). Ebay never pays for shipping and never reimburses for shipping. The USPS does not reimburse for shipping either, no matter how late the item is. The only exception to that is priority express, and that wasn't even guaranteed during the holidays.
