If uninstalling the app, restarting and installing the latest version of the eBay app does not help, try using a browser to reach ebay.com instead. You may need to disable the feature that opens eBay browser links in the app; details vary by operating system.
You should be able to report app issues by shaking your device while the app is active. If that is not working, try going to the Help & Contact page instead to contact eBay.

When you report it, make clear whether you are using the iOS or the Android app.
They have different problems at any given time.
Too many users think they are the same software.
