I tried to find them on the site through safari and the link is there but it takes you to the summary..

eBay Bucks certificates for the previous quarter's transactions are issued at the start of each quarter, around the third of the month of January, April, July and October. You should receive an eBay message around that time, with a title like "Hey Joe Smoe, your bucks are here". Certificates are good for thirty days.

To check your quarterly transactions, use a desktop browser to go here:

If the eBay Bucks link takes you to your Summary page when using a desktop browser, and you are sure you are signed up for eBay Bucks, try signing in to ebay.ca and checking your bucks transactions on the Canadian site.

Note that the dates are displayed backwards there (DD-MM-YYYY):
