I see many people with Dark Mode in the ebay app on their iOS 13 devices, I have the latest version of the app that was updated today and I have the latest version of iOS 13 that would be iOS 13.5.1. I still don't have Dark Mode I don't understand.

You have to have dark mode enabled via the iOS setting. It’s also currently only available on iPhones.
