They "upgraded" the app a couple months ago and half of the threads were about this issue. Plenty of insight of you do a search on that. Apparently it should still load and run on ios16 but before that you're out of luck. There might be some workarounds, but... Here's the official thread from support>

For older systems running iOS 15 or Android 9 or earlier, you can access eBay from a web browser on your device. Delete the eBay app so links open in your browser instead of the app.
