I have iPhone XR. All updates done. Can’t access mobile site and can’t login to the app…. What gives?

Try another browser. If that works better, try clearing your cache and manually deleting eBay cookies in your original browser.

Are you still having problems @emeraldsmercy ? If yes, is it with both app and mobile web?
If just the app - delete the app, reboot phone, then reinstall app.
If just mobile web, clear the browser's history and try again. When you say "can't access" mobile site, what does that mean? Page loads but you get a login error? Page won't load at all? Something else?
If it's a login issue on mobile web, are you logging in with your eBay ID or with one of the 3rd party sign in methods (Google, etc).
Hard to help with minimal info.

If you're still having problems, file a tech report - it's fast and easy and eBay does review these reports.
Through the app:
1. Shake your device while the app is open and that will trigger the option for you to file a tech report or submit feedback on product features.
2. Anywhere you see the three dots or the ? you can tap on that to file a report. Screenshot below.
On the web:
Click the ? icon on the bottom right corner of almost any eBay page and that will also trigger the option to file a tech report, submit feedback to eBay, and more. Screenshots here.

Can’t access mobile site as in, I receive an 404 error message- it won’t load. Can’t login to mobile app it just spins and spins after I put in username and password. I’m running 18.5 iOS on my phone and I don’t own a laptop or other device. Multiple times uninstalled and reinstalled app and turned my phone on and off. I did all the typical troubleshooting I found online including calling them to submit tech dif ticket before I came to this forum. I could have led with that info, just frustrated and still experiencing issue.

Hmm the 404 error message for the website makes me wonder if you're going to a clean URL or if it may be defaulting to a dead bookmark or something like that.
Sorry to hear basic troubleshooting didn't work.
Try clicking the eBay logo on the top left of this page and see if that loads. You are logged in to the Community so you should be able to click that eBay logo above and access the eBay website.
