I want to turn on two-step verification, but when I tap that option in “sign in and security” the bar flashes but doesn’t open or toggle to the “on” status. It just flashes, recognizing I tapped it, but not doing anything and staying in the “off” status. Can anyone help?

eBay has lots of toggle switches that don't work anymore. On the Buyer Management page,

the "Apply above settings to active and future listings" switch at the bottom of the page works but go to another page and go back and it's off again. I complained to CS several times but as usual, eBay does nothing to fix current problems but has lots of "new" useless "features".
The "copy" function on the drafts page has not been working for a week now. Lot of broken stuff that eBay has no interest in fixing.
If you do get set up for 2FA, check the setting now and then. I had it set up for over a year and eBay just shut it off last week. Luckily, unlike yourself, I was able to get it working again. Good luck.

Same exact thing happing to me right now… it’s more concerning, considering that my account could possibly be compromised……

Make sure that your phone settings are such that the app is allowed to send notifications to your phone. If it’s not, it probably explains why you’re unable to switch that toggle.
Initially when I installed the eBay app on my iPhone, when it asked if I would allow it to send notifications to my phone, I said no (wondering what would be the advantage of letting it). Well, it turns out that one advantage is that it allows the app to ask you to verify for two factor authentication!
So, at first, I couldn’t turn two factor on (same problem as you describe - I clicked the button to turn it on but nothing happened).
I went into iPhone settings for eBay app, toggled “allow notifications” to on. Then back in the eBay app I was able turn two factor on. The app sent a notification asking whether I really wanted to turn it on, which of course I did.
in other words, I suspect that the reason for your failure to toggle from off to on is because eBay is not able to send you a notification asking you if you really want to do it.
One reason why you might *not* want to allow eBay to send you notifications is because they have a habit of sending you pestering pop ups asking if you’re still interested in something you looked at or bought last week, and regular adverts, so you need to decide on whether you prefer convenience/security as opposed to lack of pestering.

OK am I crazy? I thought I HAD 2 factor authentication turned on. It turns out, it's not turned on. So I went to turn it on and there are two options:
1 - install the ebay app
2 - install the "authentication" app.
I do NOT want to install an app at all. I expect that 2 factor authentication will use my cell phone number. Period.
I KNOW I had it before. I KNOW it worked that way. Am I imagining it? or... did Ebay "DISCONTINUE" 2 factor authentication via cell phone and REPLACE It with an app-based method? (and of course, remove my 2fa without telling me).

Are you trying to enable it using third party sign on (like signing in with Google instead of your eBay ID)?
