I have a "offer" on my auction item. Is a "offer" the same as a bid? How come I can't tell which one I'm doing? I wanted the auction format.

No it is not...
You have "Best Offer" enabled on your auction listing...
You need to edit your listing and remove the "Best Offer" option if you want just a straight auction
(assuming you don't want to accept a "Best Offer")
