App not working and now not downloading

Ever since the last system update eBay app didn’t work even if I deleted and re-downloaded. 
I’ve just tried that again and now it won’t even download at all.

I have same issue iPhone 7us.

waited for Apple update, completed, still won’t download EBay app. Everything else works, only EBay is the problem

Same issue on iPad Pro with 13.2.3 iOS. Annoying!

Me too!  So I uninstalled it and now I can't download the app!  Such a bad time to happen. Had to use other sites to buy Christmas presents 😞

Exact same problem for me on my IPhone 6S for about a month now! So many attempts to download. If it works & doesn’t get stuck in a continuous download loop the App freezes & it’s a cycle again of delete,  download & freeze.
