If your operating system version supports the eBay app, try deleting the eBay app. Then restart your device and install the latest version of the eBay app.
If that does not help, try using a browser instead of the app to reach ebay.com.
App issues can be reported to eBay by shaking your device while the app is active if you have that feature enabled.
