For my LG V30 running Android 9, the Android Play Store states Required OS is "Android 9 and Up" and Compatibility "Works on your device", see screen snip:

But after install the ebay app says "...this version of the app is no longer supported..":, see screen snip:

Why would the Play Store state that it is compatible but then the app say its not? Is there a fault in the app?

According to a post on the UK community boards, the latest version of the eBay app requires Android 10 or later. Older versions of the app may no longer be supported.
If you cannot upgrade your operating system or find an older version of the app that works with your current operating system, you should still be able to use a browser to go to ebay.co.uk instead.
If eBay browser links are opening in the Android version of the app automatically, you can disable that by going to your device Settings: Apps: eBay: Open by default: Opens supported links and choosing "Don't open in the app". iOS users can tap and hold an eBay browser link and choose "Don't open in the app". Or just delete the eBay app entirely.

Why does the post you refer to on the UK community boards state Android 10 when the Android Play Store details for the ebay mobile app states "Required OS is Android 9 and Up" and Compatibility "Works on your device"?

The Android Play Store is telling you the latest version you can get that is compatible with your operating system.
The message you get when you actually use the app is telling you that that version no longer works.
Use a browser instead.
