This new requirement is just as poorly thought out as the IS themselves. Examples:

This new requirement is going to stop me from being able to list around $50k worth of items annually in the electronics categories. I will no longer be able to properly list the following items in the correct category:
- Non working laptops
- Barebones computers
- Incomplete computers
- Specialty items
I find it extremely frustrating that eBay doesn't appear to do their due diligence or find qualified people to make these changes. I get that people like me that sell used items are no longer welcome on the site, but if that is the case just ban us. Or are you trying to avoid the bad optics of destroying small businesses on the site?
