If you have already registered on eBay and Payoneer with a business account, then you have already provided all the documentation that they need. You may need to wait 3-4 weeks before the documents are verified and approved, but once that has been done, you will be ready to go.
As for selling organic compost and fertilizer, those would be quite heavy and expensive to ship. I don't know how you could compete with locally produced products, when the cost of shipping would make your products much more expensive. Most buyers for organic products in North America and Europe prefer locally made products when when they are more expensive.
I don't advise trying to list anything with ammonium nitrate in it, because it can be used to make bombs. Organic or not, don't try to sell that online.

You can't sell on eBay until you register your business with the government of Sri Lanka. EBay will not help you evade fees and taxes.

That means they have completed registering a business account with eBay, and with Payoneer. They would have been required to provide their government business registration as part of that process, especially for Payoneer. They don't need to do it again now.

They might have their B&M registered, but I think they have to register for ecommerse also.

Payoneer's requirements for registering a business account are very comprehensive. They would not approve or verify the account unless the registration documents were correct. For a business account, they have to provide the government registration documents as well. Payoneer may take 3-4 weeks or longer to complete the verification process.
As long as the Payoneer registation and verification is complete, @yb_onlinetraders should be confident that they have completed all the requirements. There is no need for them to submit anything more to eBay unless eBay asks for it. The same for Payoneer.

I know it's not needed for Ebay or Payoneer, but I though they had to register with Sri Lanka to sell online also?
I know they have their B&B registered in Sri Lanka, but what about selling online?
