Store Categories: how do you get the level 2 started? I did one years ago but forgot how? help TKS

How do you get the Level 2 Categories started?  I did one years ago on my stamp singles but forgot how?  I followed the info at the bottom of the page.

Create a category and subcategory:
•To create a category, click the Add Category button at the desired level. 
•To create a subcategory, click the category name link, then click the Add Category button.

It does not offer any buttons to choose level 2 or 3 but no button there.  

Any help would be appreciated,

If you click on the main category and then the second category such as Level one would be Stamps, then level two would be Brand name of stamp then level three would be theme as an example.

You create main category the click on that name and then add a category for a level 2 then if you want a level 3 click on the level 2 category and add a category.  I am not good at explaining it but maybe this will help.

They are not buttons they are "add a category"
