What is missing from the whole "send offers", whether it be to watchers or abandoned carts, is the ability to see what offers have been sent.
I would like to see some sort of "Offers Dashboard" where sellers could see all offers …. all in one place. Including Offers sent to watchers and cart hangers … and including auto-rejected offers made to the seller.

There is a way to see all offers that were sent out as part of Offers to buyers. This option is only available if the listing has best offer enabled on it. We are working to see how we can make it more accessible.
- As a seller go to the listing on which you want to see the offers that were sent. On the top section you should see an option called ‘Manage offers’. Click on the manage offers link.
- Clicking on the link should take you to the page where you can see all offers received, and offers that were sent by the seller.
- On the side panel called ‘Sent to interested buyers’, select any of the offers you have sent and you should get the details of the offer that you have sent like below
- Auto rejected offers also show up in this page if you have best offer enabled and have auto rejected offers. They will show up under the received section.

Yeah …. that really isn't helpful when you have a Premium, Anchor or Enterprise Store with hundreds to thousands of listings.
You have to scroll through your active listings, look for the tiny "see offers", and then click on the individual listings one-by-one.
What I (and others) are asking for is a dedicated space to see all offers, in one place.

That it's somehow possible to see who is watching a listing, in order to send them an offer. I don't see that functionality, can't find it in the help docs, and the intarwebs says it's unpossible.

I don't see any opportunity to do this:
"Select Send offer beside the eligible item"
In spite of having hundreds of watchers spread over several Best Offer listings.

You don't have to see who is watching. eBay knows.
eBay sends the offer to the buyer and scrambles the ID of the buyer for privacy reasons (and to keep the transaction on eBay).
Look at the screenshots that the blue posted above.
You must be using Seller Hub to access this "feature"
From Seller Hub>>Listings you can see which listings are eligible.
This update will add by the ability to send offers to buyers who have abandoned cart items as well as to watchers.
This thread is a request to add the ability for sellers to be able to track offers better by having a dedicated offers dashboard. Right now, you must look at every single listing individually. It is nigh impossible to calculate STR or evaluate what works or doesn't work.
