Help

So I got scammed and ripped off. A seller sold me items they never had.  Never shipped though they said shipped. Did this to a lot of people. Looks like ebay got rid of the seller but NOW I'M NOT covered under the ebay guarantee because 1. I had to send a note to the seller and wait 3 days for their reply before I can have ebay step in.  But there is NO seller. Though I still did as prompted and sent the case/ Letter. But here's where I'M REALLY SCREWED.  EBAY CAN'T STEP IN by removing that seller. I went to where it says ask ebay to step in... has you select the items.  This is what I get

 says something about items that have been removed over 90 days...blah blah blah...it gives me NO WAY to have ebay to do anything SAYING the item doesn't exist.  My order was ONE month ago. .. January 7 and due to arrive TODAY.  No more shopping here EVER.  We can just get ripped off and poof....EVERYTHING disappears so ebay don't gotta cover it. Thanks.

For items removed by ebay, you aren't able to open a dispute through ebay but you CAN go to Paypal and open INR (item not received) there.

What's going to happen when eBay completes their transition and buyers no longer use PayPal? Will eBay's MBG no longer be valid? Will eBay stop removing listings and sellers so that buyers can open a case with them?

I don't think ebay will disallow buyers from using Paypal. AFAIK, buyers can still use accepted payment methods (including PP) but ebay handles the payment.
