Plus he has refunded the Price amount but is Pending 

In an E-mail it states return item has to be retunred by 9-19-2018 but can't find a return shipping label

whats wrong with the product? If nothing is wrong, you pay return shipping,if the item is not as described, and you filed a case, ebay will charge him for the return label.
