Received Package and item was missing

Hello,
I bought a mobile from a seller on eBay.
I received the package yesterday and the mobile was not inside.
More specifically, the mobile was supposed to be in it's original box.
What i received was an eBay box and inside was the mobile's original box and no mobile inside.
The package was marked as 200 grams total when just the mobile by itself weights about 180 grams.
Also the box had an open empty envelope inside with my name and some information.
So i opened an eBay case saying i received the package and chose "Doesn't match description or photos" as reason.
Thankfully i have a video of the unboxing process which i also included in the case.
And i show that everything is unopened(stickers and taping).
The seller saw the video and says that the outside packaging is from Ebay Global Shipping Service and that the envelope inside the box is the packaging he originally used. 
And therefore says that the packaging has clearly been opened.
Is something like that possible?
Because it's like he is implying that the Ebay Global Shipping Service opened the package and stole the mobile.
The seller is also saying that i have to report the incident on https://www.actionfraud.police.uk. to receive a reference number so Ebay and he can investigate further.
That part i think is not valid because police will never deal with something like that.

Sorry for the long post but something like that happens to me for the first time.
Also the seller seems to be ok because he has about 600 positive feedback as seller and the only negative is the one i left.
I am not giving any names, tracking etc but if i am allowed to and if they help then i will post them as well.
I don't know what to believe and what to do next.
If i can provide any extra information or forgot to mention something please tell me.
Any help would be greatly appreciated.

Since gps frequently repackages items, yes, it possible that the item was stolen then. All you can do is continue with your snad case. If the seller doesnt respond, ask Ebay to step in.

Since gps frequently repackages items, yes, it possible that the item was stolen then. All you can do is continue with your snad case. If the seller doesnt respond, ask Ebay to step in.

Doesnt look like this is the first time this has happened to you. Be careful you dont lose your money back guarantee  with so many item not received claims.

I've had other cases in the past where an item was not received or was received and not as described.
Some did arrive after all and others never did.
But it is the first time where i receive a package and the item is missing.
And first time that the seller claims that the item was stolen during transportation.
I didn't know that this was even possible.
Now the seller asked eBay to step in and i will be sending them some additional information.

Curious that you would video tape yourself opening the package.

I always do a video when i am opening packages i receive.
Not only from eBay but from everywhere.
Everyone says to do it when buying online.
So i do it to have proof of what i received.
The same way a seller would probably take a video boxing the item.
This particular order was suspicious from the start because the total package would weight 200 grams(as indicated on the courier's page).
So that would be 200 grams for an outer box, the mobile's box, the charger cable and the mobile itself.
That definitely raised a red flag considering that the mobile itself weights 180 grams.

Kind of a waste of time as neither Ebay nor PP accepts videos of what was shipped or what was received, they can be doctored.

I had to fill a form provided by eBay.
The next day i received a refund.
