I ordered an alternator from eBay around mid-November to get parts for my car. However, the delivery has been delayed for over a month now, and although eBay says it is possible to refund, the process cannot be followed.
Alternators are not cheap parts for $10 or $20.
I hope you never buy anything expensive (more than $100) on eBay. This is because the company has no intention of intervening with the seller because the process is complicated if the goods are not received due to delayed delivery.
Again, I do not recommend buying expensive items on eBay.

If you are not able to file a item not received case within Ebays thirty day limit, you can still file at Paypal, you have six months there. If that doesnt work, and you used a cc, do a chargeback.

I wouldn't have bought an alternator, one of the known most likely to fail, electical parts on ebay in the first place. A parts house can warranty in an hour what it will take weeks to do online.
That's first.
Secondly, your experience on eBay has been bad, mine has not. I would not just my life based on yours in an circumstance, so this also makes no sense.
Do you need to know what to do now? Or do you already know?

It will make sense to buy the item you need locally, which will give you the opportunity to install and test immediately. I can only imagine that your need for this part is immediate. As for eBay's money back guarantee, it is rather simple and straightforward process.

I want to say that, as a seller of over 15 years on eBay and 1000s of items bought and sold, it's one of the safest avenues in the known universe to buy and sell single items - like an automotive alternator. As a buyer, you are 100% assured that you'll receive your item or the money back. If it doesn't arrive, there's no deal and your money will be refunded. If the seller sends the item without using a trackable carrier and the item does arrive, it still hasn't arrived in the eyes of eBay and the buyer should expect a full refund. I can't imagine many retailers who would have a better protection than the one eBay provides in this situation. Just stay on top of the item's progress. Open whatever "Item not received" case is available to you as soon as you're allowed to do so. Wait for it to work itself out. Just like with any other retailer with which I'm familiar. Like, all of them.

Do you mean the delivery has been delayed by the seller who has yet to ship, or it is within the postal service who has delayed it? If the seller has it and hasn't shipped, just cancel the sale. If it is inside the postal service on its way to your location, focus your activity with that postal service company.
I send alternators to the scrap yard for $0.35/lbs. Free money, just drop it on the scale.
