Is shipping dolls internationally through EBay International Standard Delivery “Return to Seller”

Reaching out to see if anyone else is having multiple packages “returned to seller” from the consolidation center for when shipping Barbie dolls internationally and the reason on the eBay return email is always stating the item is being returned due to the package being considered “prohibited/restricted”, and this is for strictly new dolls in their boxes and nothing else in the shipping box except a packing slip and a business card? I usually send gifts in my boxes to customers but stopped adding any type of extra goody bag to international shipments and NOTHING is working. ALL of my international packages have now started coming back to me which has now totaled to 25 Barbie dolls being returned to me from countries I have sent a lot of dolls to all year until the returns started to happen from KY consolidation center since end of May 2021.

 

If anyone has any suggestions regarding perhaps if I need to be adding a HS code or something when I fill out the shipping label (read online about these codes but thought eBay did all of this for us at the consolidation center per the item category etc) or is there something I am missing that NEEDS to be added since this is hurting my business very much and causing my repeat customers to now not have a good buying experience because I cannot get them their item at the same discounted price that the ISD label offers which now doesn’t even matter if they can’t get the item successfully to the customer for my international sales anymore.

YES. About half the dolls I've shipped internationally in the last 3 months have been returned - mostly from Canada. They all say "restricted item", but none of them actually are.

 

I've contacted eBay about it several times, but no one can tell me anything as to why this is happening. I've just been waiting until I get the item back, then re-shipping using FCM International.

 

I keep thinking someone will figure out what the problem is, especially because all these buyers are not happy, but the issue remains - I had 4 returned last week alone.
