Need Help

I ordered the item below in Sep 2020. It never arrived till today 2/26/21. Got never a tracking #. The seller does NOT react to my emails and doesn't want to give me a refund. I can't open a case on eBay because the system does not recognize neither the item number nor the order number. And there is no eBay customer service to call and talk to a real person. What can I do???

You have 30 days from the latest estimated delivery date to open a case with eBay and 180 days from the date of payment to open a case with PayPal. You may have additional protection if you used a credit card. Open a case with PayPal.

There was no "estimated delivery date" given. As you suggested, I opened a case with Paypal and they got my money back from the China.  Thanks a lot.
