Resolved! Old Nutcracker or Something Else?

I found what I think is an old ornate forged steel nutcracker. Or maybe it was used to open or loosen something automotive? Any thoughts? (It was quite tarnished until I gave it a quick rubdown with a Brillo pad.)

Stumped...Is this a fancy taco holder?
