I looked through this book and didn't see a single flower: https://issuu.com/francisjoseph/docs/wade_2014all It says the mark is 1940s. There are a couple of different flowers on the worthpoint site, so the numbers do tell us there was a series; I searched Wade England flowers.

They are still in business, so you might try contacting via their web site, and there are some facebook pages.

OK. The reason I was asking is because Wade made a number of series of "Whimsies" which were small (about 1 inch, or 2.5 cm) figurines that were given away in boxes of Red Rose teabags. At first they were available in Canada, as I understand it, mid-20th century, and possible in the UK as well. Later, they also had some series that were given away in the USA. These were the source of the tiny animal figurines by Wade.
It appears that these series were specific to their region, so if your flower figurine were a whimsie, that listing from Mercado Libre (in Mexico I think, or possibly South America) might have been a clue. But, based on the size, it wouldn't have been a whimsie.
Sorry, this doesn't help you.

Here are some more Wade posies that are like yours. I do recall that my grandmother had some little flower posie figurines like this, in the 60's. She came from Scotland, so they might have been brought from the UK. I think she had pansies like the second one here. I couldn't say if she had any by Wade, though.

This is the closest thing I could find in a recent listing. It's also by Wade, but not exactly the same kind of thing.

Ah, here are a couple more. I think these can be dated to early to mid-20th century.
This one says No. 44 Pansy, (not sure that's really what they are though, maybe crocus). "VINTAGE ART DECO ERA CERAMIC FLOWERS, MADE BY WADE, THE DESIGN IS CALLED PANSY, ITEM MEASURES 15 CM HIGH"
This one says No. 55, and doesn't name the flowers.

This one says: "Wade England produced Earthware Flowers, 1930 to 1939 - this piece has pink, blue & yellow flowers, believe they are pansies - 3 1/2" high - 2 or 3 petals have small edge pieces broke, green leaves are in very good condition - British imprinted into the base also #23 in ink stamp - Really nice condition, considering the age of the piece"
No.
