Small Glass Inkwell, Salt or Pepper, or Vanity Jar?

Cute little glass whatsit that was unearthed. Threaded top, not sure if it is an antique inkwell, salt or pepper shaker or vanity/barber jar. Any suggestions and/or id as to manufacturer? It is 2.5" tall and the base measures 1.75" x 1.75".  No maker's mark. Other items found at the same time were from the late 1800s. Any help is much appreciated! (I apologize for the orientation - smart phone auto rotated and I cannot fix).
