Beautiful Art Nouveau Floor Vase

I can’t find this vase, or anything like it to research. Does anyone have a clue? 
it has a 31 hand written on the bottom.

likely to be from the teplitz area of czech republic when it used to be in austria. several companies made this type

If so, I'm glad no one ever used it for that and chipped those iris petals.  That would be a shame.

I am not confident it is not already damaged. The handle on the left looks suspect to me (do I see a crack?).
