in fact i cant see best offers anywhere. even clicking on bids/offers under summary on the left side says i dont have any when i do.

I highly recommend putting any listing you intend to bid/offer on onto your Watch List before you do so you can always find it in one place regardless of its status (unless the listing is removed by eBay for policy issues or because it is more than 90 days since completion), instead of having to check active bids AND didn't win AND Purchase History (and it can disappear from one at the end before it shows up on the appropriate other one, or disappear entirely if your bid is cancelled).
