so here's a new one...suspended seller, but item ended up showing up.

so seller sold an item. us seller, out of california. i paid via an ebay gift card i had a balance on.

he gave me a USPS tracking number, post office didn't update for days. went to check, and the seller is suspended. 14 positive feedback. i'm guessing that he registered in the US, but items shipped from china. i waited another 4 business days, still no USPS package update. filed a claim just to get a good tracking number, and ebay  instant refunded me.

anyway, 2 weeks later, the item showed up in orlando, via DHL, i got it 3 days after that.

so how can i pay the seller? yep. i want to pay the guy. while ebay suspended him for reasons unknown to me.

You are so nice! Do you have sellers address on the package you could always send him a check. Or view the transaction on PayPal even though it's a gift card it still has to be thru a processor. You could send the money thru PayPal to your seller ( it's easy and self explanatory). Best to you.

no paypal transaction, i double checked for it again. it was an eBay gift card balance, so the entire transaction went thru eBay, before their whole "payment transition".

the ship-from address yielded no useful information. it was garbled, 3/4 chinese, and i got zero search results...no paperwork inside of the wrapped up mailer.

what's funny, is i can contact the seller. if i enter the item number, it errors out, because no item found.

if i contact him "Not about an Item", it times out and says "Oops...something went wrong".

i'm keeping my eye on the seller's status. i did contact eBay with meh results (the solution support gave me was obvious).

Unless there is a return address on the package with the seller's name and address in english, It will be hard to send a refund.  Once a seller is suspended or unregistered from the site, you can no longer contact them. That is why you get the "something went wrong" message.The contact member button stays on their feedback profile page, but it will not work.

Gift cards had to be processed through PayPal, before their switch to Managed Payments. I'm not sure if they still do that, but I have not heard of any changes for paying with a gift card.

You can try refunding the payment through PayPal as @silverstatetreasureboxes  suggested, but you will need to check PayPal's Help section or use the contact us button to find out how to do that.

Did you check their feedback profile page before buying?  Those 14 feedback could be for buying not selling.

Maybe the seller is in enough trouble that he isn't worrying about it.

You have done the best you can, and it is lovely to hear from buyers such as yourself after hearing some of the things on here.

I would just wait and if the seller does contact you payment could be organised then, if not, rest easy coz you did you best

Did you ever figure this out? I've spoken to multiple people at eBay as high up in the chain as I can go and each one of them has told me do not send a refund outside of eBay for any reason because the seller could get unbanned and then file an appeal and they would win because their tracking number shows delivered. 

I asked them if it shows delivered why can't you just reissue the payment to them and they said because they're suspended. So eBay's telling me not to do it for any reason and also not helping me. My wife is vehemently against sending the money through anything other than eBay, our financial advisor agrees. I've spoken to multiple people and they've all given me the same answer, but that answer makes me feel like absolute garbage because I don't want to screw anyone, but they've convinced me and most definitely my wife that it is a very big possibility. I haven't slept because of this and it's eating at me. I don't want to go behind my wife's back and she would find out anyways because our accounts are joint and if something like what eBay is suggesting does happen she would absolutely lose it and I would feel like an moron.

Whomever told you sellers can be unbanned was pulling your leg. Banned accounts are gone for good.
