I bought a wallet for a measly $7, I just happen to like it. That was Saturday February 24th. It is now Tuesday night February 27th and my item still has not shipped. I have sent the message to The sellar 3 times now and have not gotten a single response. The seller is in China, which I was totally aware of when I ordered it, and I was willing to wait. However, now that he is not responding, and not shipping my item, I want to file for a refund.
I am under the impression that you have to wait until the expected delivery date has passed before you can file for a refund, is this true?
Since it's coming from China, the expected delivery date is two to three weeks aawa. I don't want to wait that long to file for a refund, of course. Since he obviously is not sending it, since he can't even answering a simple question from me.
The weirdest part of all is the seller actually has a pretty high positive rating, with lots and lots of feedback. That's the part that I don't understand, it's a seller is so reliable and so wonderful why is he doing this to me?

People don't consider Saturday a business day, however you can still ship items out on Saturday, I know this because I've done it.
If I get orders on a Friday, ebay says I have until Monday to ship. If the buyer orders before 12:p.m. P.S.T., that order can be shipped same day or the next day. If you're physically able and your Post Office will pick up your packages, then why not?

Yes.
They're just coming off two weeks away from work due to Chinese New Year, so they may be backed up on filling orders. For low dollar items, they may not include tracking either.
Be patient.

So I would be wise to just wait it out, especially since he has over 400 positive reviews? I guess now that I read that myself and makes lots of sense to just wait it out. Especially since it's a Chinese New Year and I had no idea.

How do you know the seller hasn’t shipped if he hasn’t reaponded? He’s not required to upload tracking and mark the item shipped. Why are you shipping online if the possibility of a selling not shipping within 2 business days is such a huge problem? You can’t file a case until after the latest delivery estimate. So just relax and wait for your item to arrive.

Simply because one's own post office is open on Saturday does not mean everyone's is open on Saturday. And even if you can ship, Saturdays, Sundays, and holidays are NOT considered business days. Period.

If I was interested in a $7 wallet, I would buy it from a seller in the US or buy it from a flea market. No need for the long wait for me.

All seller's have processing time. Ebay decided last year to no longer show the buyer the processing time, saying that the estimated delivery timeframe is sufficient.
Ebay does not consider weekends or holidays as business days.
Basically, you have the estimated delivery timeframe to tell you when you might expect to receive it. If you don't like that, or don't like to wait, period, then you need to not buy. Many sellers ship without tracking.
Buying from China is often problematic. You say you have run into this issue before so I would imagine it was the same situation so you may want to re-evaluate your buying.

Yes, it is true that you need to wait until after the estimated delivery timeframe expires to open a case. I would give it an extra day or two.
But you don't know that he is obviously not sending it. That is just an assumption on your part. Seller may have shipped without tracking. China celebrates their New Year for 23 days starting Feb 18.
