To get a refund, you need to return the item. If you installed it in a car, you will have to uninstall it.
Buy the replacement, and keep the defective part to return for a full refund.

You only have 30 days of buyer protection on ebay purchases. I have seen folks claim to offer a warranty but that is only true if they are the manufacturer. Anyway, if the seller said that they would refund and you have to return the part, you have no choice but to unistall and return it. Otherwise, if it's cheaper, just buy the part that you need again.

Warranties come from the manufacturer.
Many manufacturers will not honour their warranty if the seller is not an authorized dealer.
If you buy online (not just eBay- any venue) any advertised warranty probably does not exist, unless the seller is an authorized dealer.
eBay's Money Back Guarantee does not apply when the buyer has made a substantial change to the product. Installing the part would likely be considered a substantial change.
I think you are saying that the item you bought is mostly okay but partly not.
Since the seller is willing to cooperate to some extent, take him up on his offer and return the entire item, after removing it from the car, or find the part you need locally and forget trying to get satisfaction from the seller.

I agree with @reallynicestamps , the eBay money back guarantee applies to an item that is in the same condition as received. If you already installed the item in your car, it is no longer in the same condition and not eligible for a return.
