Not quite sure how that works.
But you CAN count on being placed on a seller's "Blocked Buyers List".
And it will be deserved.

Refusing delivery will forfeit a refund of your purchase price.  Don’t do it!!!  Request a return instead, after you receive it … IF the seller accepts remorse returns.

Yes.

But eBay will then consider the package Undeliverable and does not require sellers to refund anything when the shipment is Undeliverable.

You've been a buyer on ebay since 2005 and you aren't aware that refusing a delivery voids your buyer protection?

 

Once you accept delivery, let the seller know you no longer need it and ask if you can return it.

No. Accept it.   Then in a few days, take photos and list it here.  My 2nd Ebay seller account was born because of ALL of the mistakes that I did in the first account.  I accepted every item that I bought by mistake and sold it weeks later.  WHen you buy something here, you can't go out and get a duplicate elsewhere. You need to be patient until the item arrives. If you need it quickly, you do not buy it online.

Yes @eray3111 you can refuse delivery and the item will return to the sender. Unfortunately, you likely won't get a refund at eBay but you can, from PayPal or your card issuer if that's how you paid. 

 

First, contact your seller to ask for your refund after the item is returned. Then if the seller does not voluntarily refund, deciding instead to keep both the item and your money

File an Item Not Received dispute here -- PayPal considers Refused Delivered to be the same as item not received -- provide the tracking number showing the refused delivery, then wait 5 days for your automatic refund.

As well, your card issuer considers Refused Delivery to be a valid method for return, so if the dispute at PayPal did not work out or you didn't pay using PayPal, call your card issuer and provide the tracking number showing the refused delivery to get your refund.

Just because refused is one of the options, doesn't mean they'll get a refund.

Not only would I not count on your credit card refunding you for a package you refused for no reason other than you just didn't need it anymore, it would be a totally amoral move. Sellers are charged fees of up to $20 for credit card disputes. So the seller will lose not only the cost of the postage to send you the package but also the dispute charge. Do the right thing, admit your mistake and sell the item if you don't need it.

But.

Paypal insists that the unwanted purchase be returned to the seller before refunding.

A Refused shipment is not a high priority for any shipper.

Expect the return to take a long time (perhaps more than a month) to get back to you.

Then present the Proof of Delivery to PP and then you probably get your refund.

Yes but you might not get your money back if you refuse it.   You have cost your seller time and money, do the right thing and accept it. You can always resell it your self on eBay if you no longer want it. 

Next time use your watch list and thing it over before clicking.
