Go to your purchase history, look for item in question, click return item, reason is not as described. Wait 3 days, in the meantime seller will have to provide you with a return label, if, after 3 days no return label is given, go back again and ask eBay to step in and they will refund you. If you receive the return label, then put it on what you got, and send it back, once it shows delivered to seller, you will get refund. 

Do not say item not received, as tracking will show that you indeed did receive something. In the meantime, please read up on eBay's money back guarantee and get familiarize with it.

Theres a special place on eBay @jetol9685 when your received package is MISSING PARTS OR PIECES. 

Just click RETURN THIS ITEM to start a return request.

Select the MISSING PARTS OR PIECES reason, add a comment, upload a photo, and click Submit request.

This will give your seller 3 business days to do something about it. After that, if you still don't have

- a refund or

- a prepaid return label to return the package did not have the item in it for a refund

go back to click Ask eBay to step in, to get help.
